DescriptionBit of a meme build I think? but this can win against cruisers in a mid to close range AP duel. it works. not sure if it's optimal. Bey/Swirski/DingR. the Z31 is supposed to be a baby Elbing but i think its more of a buff to Gaede. Really nasty to CL's from smoke and you can make BB's annoyed.
