A Baltimore Brawler Build

This build combines the best things about the Baltimore; a great bow, great mobility and amazing heals. This build does require you to pay attention to the game as you are not lobbing HE shells over mountains and instead primarily using AP. The heals can heal two bars of health and reload in 5 salvo's while Will to Rebuild will keep you alive for longer when around an Allied ship.
