The "meta" USN DD build If you don't have Mordoff use Halsey and substitute Smoke on the Water for Sheltered arms. This build works on any usn dd and is even strong on Monaghan and Benham although Gleaves may be a stronger choice since his introduction (especially on benham). Some players would prefer propulsion mod 2 to steering gears mod 2, but I find the rudder shift to be beneficial for pulling off torp beats that make you want to re-binge initial d when rushing torpedo boats in the caps. Control the caps, control the score, and watch your winrate climb.
