This build is pretty much a meme unless you have high ranking commanders. The secondaries on the Cesare are slepped on heavily and all this does is make them even more powerful. I would highly advise against using this build unless you once again have high rank commanders. Though still it's a ton of fun for a destroyer to waltz into your secondaries and get annihilated by them.
