stelthy shimakaze although not as stealthy as her torps

this build make this ship stealthy in every way (if you love RPF like me to torps enemy DDs while in smokes or when you are capturing, use hellsinger with same perks but you put of course twist'n'track) finally you don't really need unstoppable since you won't pick any sort of knife fights
