This build basically goes all in on the HE, so far it's been very good to me. I focused on mainly 3 things; accuracy, reload reduction, and buffing the HE. The nearly 30 second reload can be super brutal at times so Paolo di Revel is almost a must to have. However if you want you can switch out Galler for AL Scharnhorst for more accuracy, as the accuracy of DoY can be a little trolly at times. Since the Duke is a KGV class you need to have the prop mod to be able to quickly reposition if you extend a bit too much or get focused. The rudder shift is already pretty decent so you don't need the rudder buff as much as other ships. Overall this build has been what I've had the most success with and I hope you have good success with it as well.
