This build plays around good firing range and incoming dispersion nerfs, namely +18.5% dispersion for whoever will shoot you, and a bit of agility to dodge the few shells that may hit your ship. You can easily equip Gurin as well and the build will work just fine, but you will lose the base trait of Rumble, which is without doubt one of the strongest in the game for gunboats.
