this skill is very strong, it boosts your max penetration by quite a lot (14%) to deal better with battleships, for example at 10km your pen is roughly 418mm that isn't enough to citadel a Yamato, due to the shell impact angle, but with this buff your pen will go to 477mm, so you will be able to score some citadels on a broadside Yamato, and on top of that your shells gain a poor men's short fuse(from 0,33s fuse to 0,2s) that allows you to deal better with cruisers too, by reducing the possibility of overpens
