This build works best for hunting Destroyers and bullying Battleships. Twist n' Track + double increased concealment will allow you to get close to your target. Sims HP boost keeps you in the fight for longer. Sheltered Arms will keep your guns and torpedoes from being incapacitated, saving your Damage Control for fires/floods. Melt BBs using faster reload speed while in smoke.
