DescriptionIf you dont have scharnhorst dont worry, my second commander that could help would be AL New Jersey. Now of course she doesnt have anything that would make it "full dispersion" but what she does have is her base perk, that allows increase damage to any ship hit 10km and over making this build very good at sniping and potential citadal strikes. And if you want to go further with the build you could add "Reaching out XXL" to William sims.
